Skin flaking

My 12 year old malamute has been getting some seriously flaky skin. At first it looked as though she had bad dandruff, and now it looks as though all of her skin is flaking and scabbing up. It looks as though it is terribly itchy and uncomfortable. I have given her numerous anti-itch creams and shampoos and such with no luck. Wondering if anyone can offer any advice. I am going to heavily groom/shave her so that her skin is a bit more exposed and can be treated more accurately. Any help would be appreciated.
