Pat, he just has never been house-trained and doesn't know that indoors means a no-bathroom area. I'm assuming he just relieved himself whereever, including the barn. So, you have to teach him that the house is off limits by teaching him where the proper place to go is. Put him on a schedule, every hour outside for a walk (leashed); and then longer periods as he successfully strengthens his muscle control. When he relieves himself, praise extravagently. Clean up any whoopses in the house with an enzyme cleaner (Simple solution, for example, or even vinegar + water) to kill off any smell of pee in the house. Do it when he isn't around to see and without any fuss. Set him up to win (let him drink a lot and then 1/2 later, take him outside and praise/treat when he goes). He's a smart dog; he should get the message with repetition. And, no, neutering will not fix this, since I don't think he is "spraying/marking" territory so much as he thinks the whole world is his toilet.

BTW, he's a pretty and happy looking dog!!
