As a basset owner I would suggest that it is because bassets think their people, and act accordingly! Okay, okay, just about every dog owner will say that his or her dog thinks he is a person, but bassets are about the most undog-like dogs I have ment. Very independent, very lazy, and with personality up to wazooh :-) When naming a clumsy, droopy eared, lovable basset puppy, you just can't help thinking of a person name, instead of Fido or Lucky.
