Sounds to me like she has some possession issues which you can definitely work on. Start off by hand feeding her. Feed her one piece of kibble at a time if possible. Place it in her bowl, and wait til she has looked up to you for the next bite. I would also have squirt bottles/guns around the house for easy access. When she starts to demonstrate those behaviors, give her a squirt with a verbal leave it command. Most dogs intensly dislike being squirted and come to associate those behaviors with the punishment. As far as your granddaughter goes, just always supervise closely. If you don't have a crate for your beagle, I would get one immediately. She should have a retreat to go to when she feels tired, or not able to deal with whatever is going on. Also, if you are unable to watch her while your granddaughter is around, the crate is the safest place for her to be. Sadly enough, it is hard to rehome beagles, as there are so many. My husband and I do beagle rescue on a limited basis, and are able to "pick and choose" which ones we take due to the abundance in shelters.
