Well, I've got neighbors w/a beagle, and boy does that bark carry on a still evening! Thankfully, Tucker only gets out at night by "mistake."
Is there any way you could bring the dog in at night? Dogs are pack animals in need of interaction w/their "people." When they get bored, or lonely for their pack, they turn to behaviors we would consider destructive or negative. They bark, they chew, they dig...all in hopes of getting attention.
It's difficult to bring in a dog that's not used to being inside, but w/work it can be done. You must be vigilant to stop inappropriate behaviors I'd take the dog to obedience classes, and look into crate training. If the dog is inside PHAthena
