Beagles are very much pack animals. Look at what they were originally bred for. Hunting in packs. They require daily exercise, as does any other dog. They can do very well as house dogs. Buy a crate. When you aren't watching the dog, or aren't home, put the dog in the crate. Your beagle should be old enough to housebreak very quickly. Spaying/neutering your beagle will also help with housebreaking. Not to mention the health benefits.
