:I agree, dogs are definately preferable than some people. Would calling the SPCA do any good and reporting the dogs have no food or water?
My mom lives in the country & from our past experiences there is no one willing to help out. The dogs get food...and water...just none avaiable 24/7 that I could see. (SIGH)
I've been thinking about making a call myself regarding the man that lives behind me. He as a Rottweiler, just a little over a year old now. This dog is left out in the back yard 24/7, the man is hardley every home, and the poor dog has no dog house. His only protection from the sun is a large oak tree. He has no protection from rain, etc. I've seen him chained to the man's deck w/ no food and water. Thankfully, I've seen this only once. He does not always have food or water and can be heard sliding his bowl around on the back patio.
:I haven't called because I told the man I was giving his dog treats over the fence, and my husband says he will know I made the call.

Sometimes it just doesn't matter if the people know WHO called. I would just make sure that I'd documented I'd spoken w/the person before going to authorities.
