Beagles are fun little dogs. As for your other dog with seizures, the instinct to attack is there in any dog. I have never seen it personally with a seizure, but have seen it when two dogs are playing and one sqeals... that squeal even can be enough to set a pack off and it's not pretty. So, you're on the right track with making sure your seizure dog is never left unsupervised with another dog. That'll be the best you can do, and that a beagle is small enough to grab quickly and plunk in another room is a plus as well.

Yes beagles love to sniff: they're hounds. That said, there is no reason that they can't be trained to walk on leash. What I do with my dogs when working on leash manners is if they are not paying attention, I quickly change direction. That may mean at first not even getting out of your driveway. I also carry a pocketful of tiny treats. For a very sniffy dog, some nice stinky treats will do wonders to keep his attention on you and not the ground. When you catch him paying attention to you, give him a little treat. Repeat ad nauseum. He'll catch on pretty quickly. Good luck!
