I have two suggestions.
First, go to the vet and get an exam. That is the most important thing.
Second, if the vet finds no problem OR after they are treated, consider adding probiotics to the diet. A number of people I know whose dogs or cats had bad breath or even mild dental disease had it reverse with the addition of probiotics to the diet.

:my year-and-a-half old cat has terrible breath and salivates excessively. he is very healthy, neutered, indoor, and has always had bad breath. i started him on Pitcairn's diet partially in an attempt to get his breath under control, but it hasn't helped. i cannot see any inflamed gums or obvious dental problems, but of course, i'm no vet.
:ideas?
