Yes, it's possible, because people who breed for pet stores don't breed to standard, so they don't care if the parents are suppposed to be a certain weight(unless breeding for those rare inconceivable 'teacups'.) And sadly, been proven a number of times, coming from puppymills don't mean that your dog is what the papers or clerk said it was. .
