Well..I think you'll find that people importing semen from other countries aren't hand carrying it back. It's shipped directly from the point of collection to a facility that stores frozen semen here. When you want to use it, the storage facility ships it to your vet. IOW, the burden of the documentation for customs is on the shoulders of the stud dog owner who ships the semen to you.
