If you want something that small, get a guniea pig or a dwarf bunny, as for a chihuahua, i'd try to stay above 2lbs, its so easy to sit on them step on them have other animals eat them etc. The smaller they are the more expensive health care will normally be and they will also be more prone to illness. Things that a normal dog could have a chance at surviving against will most likely kill a tinsy dog like a tea cup
:Hi! The term "tea cup" is a made up term for a very small Chihuahua. ALL Chihuahua's are small, but these ones are usually the runt of the litter and usually suffer with lots of health concerns. There is only one breed of Chihuahua and they come in all sorts of colours and have either long or smooth (short) coats. You should be very wary of any breeder that says they're selling "tea cup" Chihuahuas, as this is usually a ploy to charge more for a puppy. The Chihuahua standard weight is up to 6lbs (2.7kgs) so they are usually very small anyway. If you're looking for a reputable breeder you should look at the American Canine Associate home page for starters (www.acacanines.com) - I'm assuming you're in America, as most people on this forum are - I'm in Australia.
