I am not that experienced in dog training, however I have had this kind of water loving dog before. I feel that certain dogs (ours was a dobie/shepherd mix) are NEVER going to be able to accept being called away from a body of water that is so very irresistable to them. What I learned in class recently was that you should only give a command when you can be certain that you can enforce that command. In this case, since the dog is off the leash and you know that he has a habit of ignoring this particular command, it is easy to figure out that (at least with my dog), I should not be calling him to "come" as the chances are good that he will not obey. Is there some reason that you want him to return to you before he goes to the water? I would suggest that you always be overjoyed to see him whenever he does manage to return to you, but perhaps you should be using a different request than "come" for this type of occasion. Perhaps just his name. That way you can save the "come" command for times when you know that he will return to you.
But remember that I am not an experienced trainer, so that when one posts here in response to your query, I defintely bow to their experience.
