She's evidently been scared by a bigger dog in the past. You will need to be sure you don't put her into situations where a bigger dog could hurt her.
In situations where the bigger dog is under control, you can help her learn to be calmer by staying at a distance where she is not upset, and giving her little treats for looking at you instead of looking at the other dog. As she gets calmer and calmer about big dogs, you can get a little closer and a little closer, but don't rush it.
She's not jealous, she's afraid. It's up to you to make sure she doesn't have to be afraid. A bigger dog could easily kill her.
