Hi! I checked out the picture. And it is hard to tell from a picture! It could be food allergies; it could be mange. I suspect your relative should take the dog to a vet to check for a bacterial skin infection or demodex (caused by a mite). If the vet can't find a reason, he or she can still give meds that will help the skin. Please keep us posted on progress. If a medical reason can't be found, then I would suspect a food allergy (dogs manifest food allergies with skin and coat) and your relative should switch over to a dog food that does not contain the main allergens (corn, wheat, sometimes beef or chicken). When switching over to a new food, add in 1/4 new food to 3/4 old for a few days, then go to half and half, then all the way to the new food. This will eliminate diarrhea from an abrupt food change, which doesn't always happen, but it can.
Tell your relative to check the ingredients list on the new food; try getting one that is only lamb and rice, for instance, or duck and potato.
