Hmmmmmm, often food allergies manifest as skin and coat problems (itchy skin). But there can be other causes as well. A few questions....has your GS been scratching a lot? Does he do obsessive chewing/licking of certain spots (feet, etc.)? In winter, when the air inside is dryer (less humidity from heating), sometimes it is helpful to humidify the air. Either use a humidifier, or even the old fashioned pot of water heated slowly on the stove helps put needed moisture back in the air. For dry skin/coat, flaxseed oil or Omega fatty acids (can be purchased in soft-gels from vet) are very helpful with itchy, dry skin. You will have to administer for 3-4 weeks before seeing a major improvement, though. Lastly, what food are you feeding? And how long have you fed this food to your GS?
I have used cortizone cream for sore spots, but you have to be careful not to let the dog lick the spots. (And it is always good to get to the bottom of the WHY)
