Yes, it is a blood test and yes, you can titer test for rabies. Rabies is the most common titer test of all because some countries require a test result to bring a dog or cat into their country.
It can only be done at the lab at Kansas State University, but any lab can handle it on blood drawn by your vet.
Few, if any, places will accept a titer in lieu of a rabies vaccination, but if you have a dog who needs a waiver for health reasons, then I think having the titer is a good idea, in case there is an incident, so it can help you show your dog was vaccinated in the past.
