I would try to make sure that the dog is getting a multivitamin, and LOTS of extra antioxidants. If a being doesn't heal, it says to me that they don't have the ingredients for healing. I would make sure the diet is good (no corn, no by-products, no icky preservatives -- homecooked or raw might be an option), and then I would maybe add a multivitamin (I use Canine Plus by vetriscience), some antioxidants (vetriscience has one I think called Cell Advance), and perhaps also Missing Link for an 0-3 fatty acid supplement and whole food supplement (I purchase through www.kvvet.com). There are some herbs that are supposed to be helpful particulartly for the eye, but I'm not familiar with them, and I also think that this is a problem not just with the eye, but the dog overall.
