Tetracycline or doxycycline taken during the dental development can cause a lack of enamel on the teeth. Did your puppy, or the bitch, get these drugs? If it is in the baby teeth, and your dog hasn't gotten any more of these, the permanent teeth may come in with normal amounts of enamel.
