This is most likely a bacterial infection. We seldom see prostate infections in such young dogs. Kidney stones in dogs are, but bladder stones are possible. However, it is better to treat them through diet than surgery, as you will ned to change the diet to prevent a recurrence, if stones are the cause.
Urine picked up from the snow is not of any use, as it is certainly diluted by the snow, as well as introducing impurities from the dirty snow. Try to catch some urine in a clean container.
