Of course a puppy is going to wander.

You may try Invisible fencing. It works with some dogs, not with others. It also doesn't keep someone from STEALING your dog, and with a Dobie, I'd say that's a big possibility. It also doesn't stop other dogs from coming in.

Also neuter your puppy ASAP.

There are cheap alternatives to fencing. It also will allow him a safe venue to play in, without worries of a stray dog attacking him.
