If you can offer your dog a great life at all other times apart from working hours, and have a reputable, well-run dog creche in your area where your dog can go in the day time(and can afford it) - I think that owning a dog can be an option.
Having a person home all the time is great (and obviously the best option) - but someone willing to meet all the dog's social and physical needs is the most important. A dog that spends its days at dog creche - and has loads of attention after work hours and at weekends from its owners - is better off than a dog left outside and not given any attention even though the owner is home!

I do agree though - no dog is a "latch-key" dog.
