If your question is -- is a dog whistle a magical tool that any dog will automatically come to when he hears it? The answer is no. You need to teach the dog to come when he hears it just as you would teach him to recall to the word you use (Most people use "come")

Dog whistles are usually used for distance work. Sheep herders use whistles because a herding dog may have to work hundreds of yards away -- as do hunting dogs. I have not ever seen a dog whistle that was invisible to the human ear. They are usually sharp and high pitched.

You might be expecting too much for a one year old lab to have a perfect recall. Getting that kind of recall generally takes years because a young dog has self control problems and there are just too many great things out in the environment that they just can't resist. You might want to keep the long line on him for early mornings when you are reluctant to disturb the neighbors.
