Dog Treats/Dog food?

We have no idea what the one year old lab we adopted from the county animal shelter was fed before we got him. The Vet told us that any national brand of Dog Food would be appropriate. We tried something called KIbbles & Chunks. The Vet told us that a food alergy may be causing the dog to wipe his paw along his nose and mouth and that we should switch foods. We switchd to dry Purina Dog Chow. The dog eats it but not lots of it. We use some of that dry food and small dog biscuits as treats. The dog seems to be pleased with them as treats. A training video we saw suggested that we give surprise treats. We are not sure what would make acceptable surprise treats, and we are not too sure whether just dry dog food is a good idea. Your advice will be apprecated.
