the bordatella is not necessary at all -- dogs very often have more problems with the shots themselves causing kennel cough shots. The best prevention for that is a dog with a strong immune system. Even my very pro-vaccine vet gave up that one years before I started taking my dog to him. If you kennel your dog, you may be required to get it though.
As for the distemper, there is some evidence that one vaccination for distemper given at the appropriate time can immunize for life (if the shot takes). It seems odd to me that your pup wouldn't have had a distemper combo at some point if the pup has had the bordatella shot? Odd. You could always run titers to see if he has circulating antibodies.
