It must be a feature of Mobile Home parks.. people who have NOTHING better to do but get in your business. There is a woman where I live (also a MHP) who is just convinced that my dogs are pooping in her yard because she found a tiny turd once. She knows I have GREYHOUNDS. Suffice it to say they are not known for having good digestion and seldom do they have stools that weigh less than a pound. Additionally they are always on leash when out with me and I am Miss OCD when it comes to picking up after my dogs. So I just brandish my pooper scooper at her house in the dead of night when I'm out howling at the moon. J/K

I don't know what else you can do except pursue your rights from a legal standpoint, but know that you have support out here in cyberspace. Good luck!
