Him being a baby, expecting him to stay inside that long during the day is bad for him. Is there a nearby neighbour with kids that you can trust, that can come over and take him out to play for an hour or so in the backyard while you're at work? You also might look into a pet walker who can come in 2-3 times a day to do this. If you offer to pay a young teen animal loving girl, you probably would get a wonderful afternoon companion for your puppy. There are also places called puppy daycare, and just like kid daycare, you drop them off when you go to work, and pick them up afterwards. You come home with one TIRED baby.
USE the crate. He's going to start teething, and any exposed wire or outlet can be fatal.
Take the soiled paper and put it in the corner of the yard you want him to go in. When he starts showing interest in potting(sniffing around, not playing) zoom his butt right out there and plop him on the paper. Because you work long afternoon's, it's going to take a LONG whiel to get him housebroke. I don't like paperbreaking due to the problems one can have teaching the dog not to potty on anything paper.
Take him outside
1. As soon as he wakes up
2. As soon as he eats
3. as soon as he's done playing
4. If he stops playing and starts circling sniffing
5. Before bedtime
I'd seriously look into finding someone who can break up his monotony every 2 hrs or so. You've got the first one covered, but finding someone who can come over 3 or so and play with him hard until he collapses into a puddle of sleeping puppy would be the best thing to do. Also, make sure when YOU'RE home at lunch, you are tiring his little fuzzy butt out.
