I have heard of cedar shavings causing some reactions.

What kind of terriers? Might try a kitty box with puppy pellets in it.

Do you have a fenced in yard? If so, spray it down, heavily, with a mixture of Clorox and water. Ask your vet for the exact mixture, as it's been 8 yrs since I had parvo on the property. Also, make sure your vet uses the higher end vaccines(progard for example) which have a higher proven rate against parvo, and I believe even has a guarantee.
